The incoming Devolution PS Michael Loikenu Lenasalon has officially assumed the office, taking over from his predecessor, Teresia Mbaika in a formal handover ceremony held at Teleposta Towers, Nairobi.
Mbaika has since been redeployed to the State Department for Aviation and Aerospace Development under the Ministry of Roads and Transport, where she will serve in the same capacity.
The transition event was attended by key players in the devolution sector, all expressing optimism that Loikenu’s leadership would inject renewed energy into the department’s efforts to deepen devolution across the country.
In his inaugural remarks, Loikenu emphasized humility, service delivery and constitutional integrity as the cornerstone of his leadership approach.
“I operate within the framework of the law. As a Kenyan, I am guided by Articles 73 to 81 of the Constitution, which call for the enforcement of public trust. This office is about dignity, service, and mutual respect,” he said.
While acknowledging that his experience within the broader public service is extensive, he admitted that he is relatively new to the central government structure. However, he expressed confidence in his ability to adapt.
The Intergovernmental Relations Technical Committee lauded Loikenu’s appointment, highlighting his proven commitment to public service and affirming its readiness to continue collaborating with the department in advancing devolution and improving intergovernmental coordination.
With his tenure now officially underway, the incoming PS leads a critical department tasked with one of the nation’s most transformative agendas: strengthening the devolved system of governance for improved service delivery and inclusive development.
