Murang’a County Assembly has adopted a report compelling the County Government to provide them with digital gadgets to enable operations of the House become paperless.
In a report prepared by the committee for ICT and E-government tabled before the floor of the House on Wednesday, the MCAs argued that with provision of digital gadgets, the Assembly will improve its oversight responsibilities.
Tabling the report, the chairperson of the committee Moses Mirara observed that the county government of Murang’a had digitized its key services especially in revenue collection and health sectors.
He explained that the assembly should not be left out in the move of digitizing service provision in the county, saying the Assembly needs to operate paperless.
In the report, the ward representatives also proposed that all revenue collectors working for the county administration be provided with gadgets connected to internet to facilitate revenue collection.
The MCAs outlined that introduction of the automation system has assisted the end of manipulation of public resources and safeguarding of public land.
Mirara stated that in land management, the system provides a platform for automated generation and secure keeping of development application registers.
“The committee for ICT recommend the digital system be rolled out across the county for provision of better services and to stop encroachment of public utilities,” said Gitugi MCA Edwin Wairagu while seconding the motion.
The report further stated that the introduction of the automation two years ago increased revenue collection during 2023/2024 financial year when the county government managed to collect its own source revenue of Sh1billion.
The digitalization, the report indicated assisted to channel revenue from parking fee, hospital bills, quarry fees, and business permits, to the county government.
The Assembly however cited that internet downtime disrupts and inconveniences the customers and operation of the county government when it occurs and recommended continuous improvement on the automation system to address the challenge.
Improved automation system would also address capabilities to handle large amounts of data at a reasonable speed.
