The County Government of Kirinyaga plans to spend Sh54 billion in the next five years to finance development programmes as stipulated in the five-year County Integrated Development Plan (CIDP).
The expenditure falls short of 5 billion shillings targeted revenue with the County Assembly urging the County Executive to come up with strategies to raise enough revenue to finance the plans.
While tabling a report on the Examination of the CIDP 2023-2027, the Joint Committee of County Budget and Appropriations and Finance and Economic Planning, made a raft of recommendations key among them the anchoring of specific Ward Based Projects in the five-year plan.
The Joint Committee further recommended affirmative development to ensure some areas deemed to be less developed have more allocation of resources and further urged the County Executive to promote equity in development.
“The County Executive should institute strict supervision in the use of automated revenue collection tools to avoid revenue leakages,” said the Joint Committee.
The Motion was moved by Jinaro Njamumo during a sitting presided by the temporary Speaker Benson Ngahu.
While contributing to the motion, Members urged the County Executive to ensure projects were implemented on time to avoid wastage of resources and accelerate development in the County.
Njamumo while addressing the media said the plan also seeks to complete the stalled projects to safeguard against the loss of funds.
He said they do not intend to start new projects before they undertake the completion of many of the uncompleted projects spread across the 20 wards in the county.
“We want to move from the previous trend where newly elected members of County Assembly abandoned the projects started by the predecessor and started their own to popularize themselves,” he said.
Njamumo who is also the Deputy Speaker said all the projects in the wards came about as a proposal by the members of the public and therefore it was important for them to be completed to serve the public.
He said money has also been set aside for the completion of the Kerugoya county referral hospital which when completed, will offer specialized treatment to the county residents.
