CJ Koome Swears in IPOA CEO

Chief Justice (CJ), Martha Koome, Wednesday, sworn in Mr. Elema Halake, as the Chief Executive Officer (CEO) of the Independent Policing Oversight Authority (IPOA).

Mr. Halake has previously served as Director-In-Charge of Investigations at IPOA, led the Anti-Counterfeit Agency (ACA) as the Executive Director and played a key role in designing and implementation of various security-related interventions, at the Kenya Wildlife Service (KWS).

The CJ congratulated Mr. Halake for being the most suitable candidate for the position, adding the new CEO had unique talent and experience that are needed to serve the public effectively.

“I have no doubt that you will aid IPOA in achieving their Constitutional and statutory objectives. I wish you well in all your undertakings,” Koome said.

The CJ stated that IPOA was a vital player in promoting public trust and confidence in the National Police Service (NPS) and holds the Police accountable to the public, in the performance of their mandates.

“It is a critical component in the justice sector when it comes to conducting impartial and independent investigations, and monitoring of the National Police Service, to prevent impunity and enhance professionalism in the interest of the public,” she added.

“The oath taken today should guide you in your day-to-day work. According to the oath, you must never depart from the law and you are required to serve this country to the best of your abilities,” said Koome.

The IPOA Chairperson, Mrs. Anne Makori, and applauded Mr. Halake for voluntarily and publicly expressing interest in what they do, professionalizing the police and holding police officers accountable for their actions.

“The Board has full confidence that he will steer IPOA forward, especially at a time Kenya is preparing to transit to the next National and County Governments, after the August General Election,” Makori said.
