Interior and Coordination of National Government Cabinet Secretary Dr Fred Matiang’i, accompanied by members of the Cabinet Sub-Committee on Energy, at the Kenya School of Government inaugurated the Steering Committee on implementation of the recommendations of the Presidential Taskforce on Power Purchase Agreements (PPA).
Speaking during the occasion, Dr Matiang’i emphasised that the Government was determined to implement all the recommendations raised in the Taskforce Report to ensure a complete turnaround of the energy sector.
The CS noted that energy, being a critical enabler to the development of the Country, nothing will be left to chance, but to streamline the sector, to ensure efficiency to the satisfaction of Kenyans.
Incoming Energy Cabinet Secretary Amb Dr Monica Juma, called for team work in implementing the assignment.
She revealed that several teams were going to be established, to spearhead the different components, adding that there was no room for failure.
Dr Juma said the Cabinet Sub-Committee on energy, was expecting the first progress Report by December 5, 2021 and urged the staff, to be ready to put in extra hours.
At the meeting, the Steering committee presented an 11 point roadmap, covering the 6-months it is expected to operate.
Activities lined up to inform decision making include: hosting inception meetings with stakeholders, proposing administrative actions, spearheading PPA renegotiation and / or termination recommendations efforts, reorganisation of KPLC, examining policy issues in the energy sector, proposing institutional framework of the energy sub-sector, supporting legislative review and studying and analyzing previous taskforce Reports among others.
Members of the Cabinet Sub-Committee on Energy are: Cabinet Secretaries Amb Dr Monica Juma, EGH, (Energy), Eugene L. Wamalwa, (Defence) and the Attorney General, Justice Kihara Kariuki.
The Steering Committee was appointed on October 8, 2021 through Kenya Gazette Notice Vol.CXXIII No. 209 by President Uhuru Kenyatta.
Membership of the Steering Committee is composed of: John Ngumi (Chairperson) members are: Nzioka Waita, Maj.Gen. (Rtd), Gordon O. Kihalangwa, Kenneth Ogeto; Anne Ericksson; Justice Aaron Ringera, Dr James Mefie, Mohammed Nyaoga, Dr Elizabeth Muli, and Eng Stanley Kamau, Wanjiku Wakogi, Eng James Mwangi, Yida Kemoli, Dr Caroline Kittoony, Sachen Gudka, Eng Elizabeth Rogo and Dr John Mutua. Joint Secretaries are: Jasper Mbiuki, Lillian Abishai, Anne Ikenye and Elsie Mworia.
Terms of reference for the Steering Committee are:
- Oversee, coordinate and monitor implementation of the Recommendations of the Presidential Taskforce;
- Provide advisory and technical support during the implementation of the recommendations of the Presidential Taskforce;
- Prepare progress Reports for presentation to his Excellency the President through the Cabinet Sub-Committee on KPLC; and
- Perform any other task ancillary to its terms of reference as may be directed by the Cabinet Sub-Committee on KPLC.
The Steering Committee has been charged with ensuring that Kenyans get to experience affordable, reliable and accessible power by December of 2021.
