The constitutional amendment bill went through its first reading but no debate before the Marsabit County assembly.
The Building Bridges Initiative (BBI) bill was tabled by the justice and legal affairs committee chair Femina Hussein.
The assembly stand was that the amendment bill be subjected to public participation in a programme that would be worked out by the legal affairs committee.
The process to either pass or reject the BBI would be determined by the outcome of the public participation to be spearheaded by the committee.
The development comes after the second county assembly resumed its fifth session after the Christmas and New Year recess.
It is only Siaya and Kisumu county assemblies that have so far given the nod to the proposed bill.
