The Laikipia County Development Implementation Coordination Committee (CDICC) has terminated a contract awarded to Hanamal Construction Company to construct the Nyahururu By -Pass.
The Committee agreed that the construction works should be re- assigned to another able contractor since Hanamal has no convincing reason as to why he has delayed to deliver the project as per the contract.
The contract for the eight kilometre road intended to de-congest traffic within the busy Nyahururu town commenced in August 2017 and was to be completed in August 2019.
The Hanamal Construction Company has been summoned to appear before the CDICC more than three times but has never honored the summons.
The contractor on Tuesday this week, had confirmed that he will appear before the committee and accompany it to the site but come Wednesday he said he was away to bury a relative.
The By- Pass Resident Engineer, Clive Mwita was taken to task by the committee after he cited presence of Kenya Power poles in the middle of the road as one of the reasons behind the contractor’s failure to deliver the project on the appointed time.
Speaking during the meeting, a senior Presidential Delivery Unit (PDU) Eng. Byron Buyu, who is based at the headquarters in Nairobi said evidence on the ground reveals that 70 percent of the area where the By-Pass is being constructed was not accessible since the time the contract was awarded.
Eng. Buyu said the contractors’ capacity is questionable and the reasons being cited for the delay in delivering the project as per the contract are not genuine.
The Laikipia County Commissioner (CC), Daniel Nyameti said delays in completion of government development projects will not be condoned in the County.
He called on government officers involved in foreseeing works in development projects to be committed in ensuring quality end result.
During the visit to the site, the committee felt that the absent contractor has not done the 41 percent of the works as claimed.
