After months of push and pull by the National Assembly and the Senate over the division of revenue bill, National Assembly Majority Leader Aden Duale has hinted at a possible unlocking of the stalemate.
Speaking in Garissa town Saturday, Duale said that a consensus could be reached as early as Wednesday.

Duale said the mediation committee has requested the Budget and Appropriation chair of the National Assembly to fast track the Public Finance Management Amendment Bill of 2019.
He said once passed by the House, the amendment Bill would proceed to the Senate and allow the counties to access 50 percent of their resources.
Duale said the house might convene a special sitting to approve the Bill so that the advisory opinion raised by the Attorney General is addressed.
He added that the house would also reach out to the Council of Governors, accounting officers from the National Assembly and the Judiciary to try and put to rest the stalemate.
On the ongoing census, Duale told off those claiming that politicians do not have any role to play in the exercise.
He said census was an indicator of political architecture in the country that determined resource allocation and boundary review of constituencies in their regions.
Duale added that census should be conducted in a fair manner that would not favour some regions over others.
He said the exercise should have not been conducted when pastoralists have crossed to other countries in search of water and pasture.
